HEALTH PROMOTION PROGRAM MANAGER

Work Location: Office for Your Day

The health and safety of our employees, members, providers, and our community is our highest priority. Position Description

This position is responsible to lead UCare's Health Promotion department. Collaborate with Product Management, Quality Management, Clinical Services and Pharmacy Management units to achieve the health promotion, accreditation and growth goals of the health plan. Collaborate with internal departments, external partners, and other stakeholders to oversee and improve existing programming and develop new programs to address identified primary and secondary health care prevention, improvement and screening needs for all products.

• Manage Health Promotion Department budget. Oversee all financials for the Health Promotion unit, including contracts, invoices, and billing codes for medical services. Serve as primary contact for Legal department for contracts and Accounting department for budget.

• Manage Health Promotion programs and initiatives for all applicable UCare products and members, emphasis on member engagement outcomes and data driven analysis to include ROI of programming, including:

o Fitness benefits. Negotiate and maintain contracts with fitness clubs and processing clearinghouses. Serve as primary liaison with fitness vendors. Serve as business owner for UCare's fitness kits. Serve as internal expert on preventing falls for members.

o Mobile Dental Clinic. Implement and maintain the contract with University of Minnesota School of Dentistry. Monitor budget, marketing and outreach efforts.

o Maternity Services (MOMS) program. In collaboration with Clinical services, work with business partners and/or vendors to provide services to pregnant members. Maintain Moms and Parents resources.

o Other activities. Manage other programs and initiatives, including but not limited to Food resource programs, over the counter, allowance programs, community education, Stretch & Stroll and tobacco cessation.

• Identify potential vendors for new health promotion offerings. Evaluate ability to provide services required, Collaborate with Purchasing to develop RFP's. Manage the contracting and negotiation process with vendors selected to provide services.

• Hire, supervise, train and evaluate Health Promotion staff.

• Ensure UCare's Health Promotion programs are implemented and managed in compliance with federal and state laws and rules. Manage regulatory approvals and requirements, develop and maintain corporate policies and procedures pertaining to Health Promotion activities, and monitor member rewards and incentives.

• Implement and maintain required NCQA activities. Maintaining relevant policies, procedures, processes and documentation to satisfy NCQA requirements.

• Provide subject matter expertise to key internal and external customers regarding Health Promotion programs and services and associated quality measures. Collaborate with public health and community organizations on public health and community initiatives of mutual interest.

• Work cross departmentally and with the Marketing member experience team to identify and coordinate all member outreach activities across all products to minimize redundancies and support effective messaging to members.

• Other projects and duties as assigned.

Education

Bachelor's degree or Master's degree preferred; demonstrated experience may be considered in lieu of degree.

Required Experience

Five years in a health delivery setting, such as physician group practice, health insurance, HMO, or community service agency including experience in an administrative/managerial. Three years of supervisory experience.

Preferred Experience

Experience with Medicare and Medicaid populations. Knowledge of local community service agency networks strongly preferred.
