COMPLIANCE BUSINESS PARTNER

Position Description
This position is responsible to lead foundational, strategic and regulatory oversight activities that support the Compliance Program. Serve as a key member of the Compliance team in oversight efforts designed to strengthen a culture that promotes collaboration, regulatory readiness, and ethics. This position will assist with setting priorities for the Compliance Program, including but not limited to, process improvement initiatives, Program goals, and activities in support of the detection, prevention and correction of risk. In addition, responsibilities will include supporting and co-leading the implementation of state and federal legislation and regulations through the Regulatory Change Management process with the Compliance Associate Director, including monitoring, corrective actions and the assessment of risk. Develop and maintain relationships with internal business partners to assist in positive collaboration and open communication. Provide mentoring and project consultation to compliance roles to support development.
• Partner with the members of the Compliance team to design, implement and enhance the compliance infrastructure, including processes and tools for administration of the compliance program. This may include helping to ensure the proper design and implementation of internal controls and operating policies and procedures.
• Support the development of the Compliance Program reporting and prepare reports for internal committees, Board of Directors, and external audiences, when required. Support various compliance program committees and/or meetings by helping to lead meetings, as needed.
• Support the Regulatory Change Management (RCM) function by coordinating Council materials, setting the agenda, leading meetings. Provide consultation to business owners and liaisons to assist with the development of implementation plans including associated compliance reporting and monitoring components, conduct risk assessments against progress, develop tools to assess implementation completion and recommend corrections to ensure compliance.
• Partner with internal audit and business leads on Corrective Action Plans (CAPs): provide sound, regulatory reasoning for updates that can be explained and implemented in a timely way, including allowing time for training to occur, and for supportive documentation to be prepared and shared as needed.
• Oversee the coordination and implementation of delegate monitoring assessments working with compliance staff, internal auditors, and business leaders. Apply knowledge of State, Federal, and other regulating bodies to the analysis of internal and delegated standards.
• Oversee implementation of project plans, statement of works, and/or process flow related to different projects, and prepare results and provide analysis.
• Participate in audits, mock audits, surveys, as needed, including identification of universes and gathering of records, file preparation, and provision of information to auditors as requested.
• Coordinate and facilitate meetings with business leaders and liaisons to disseminate information, clarify processes, escalate compliance risk, and ensure corrective action as needed.
• Provide mentoring and project consultation to compliance staff to support development.
• Develop and maintain positive relationships with internal and external entities, in order to increase cooperation and compliance with regulatory requirements.
• Build and leverage cross-functional relationships, influence and support a culture of compliance and ethics.
• Other projects and duties as assigned.
Education
Bachelor of Arts degree and requisite experience.
Required Experience
Five years of health insurance compliance, regulatory experience in the health insurance industry. Experience working with and interpreting state and federally funded program benefits, including Medicare and Medicaid, and health insurance exchange is required. Experience with health insurance or health care-related regulatory compliance, auditing, or surveying.
Preferred Experience
Experience with application of Federal and state regulatory standards. Knowledge of compliance360. NCQA Experience.
