Position Description

This position is responsible for managing material projects throughout their life cycle, including defining print specifications, scheduling, status tracking, completing materials fulfillment, and monitoring vendor performance to ensure timely and compliant materials fulfillment for members, providers, and other audiences. Consult with business owners to provide direction on content, delivery method, and timing of materials pro-jects. Manage print and mail house vendors to meet regulatory and business requirements.

• Lead materials fulfillment as the primary liaison between materials business owners and vendors to meet regulatory requirements. Manage the timely printing, distribution, and inventory for Medicare, Minnesota Health Care Programs, and Commercial products, particularly during peak business periods for new and renewing members. Provide recommendations to materials business owners to ensure regulatory compliance, quality, and improve cost effectiveness. Proactively manage, triage, and communicate project timelines and status updates to internal stakeholders associated with the project.

• Partner with key vendors on the fulfillment of ID cards, translated materials, and accessible format materials.

• Consult with materials business owners to define print and digital specifications for materials projects. Communicate specifications related to quantities, delivery methods, timelines, and format to vendors. Confirm vendor adherence to specifications.

• Facilitate quality control of materials through printer's proof approval. Proof direct mail pieces to ensure delivery to the mail list supplied by UCare. Lead corrections to ensure materials meet specifications before fulfillment.

• Manage project mailings or availability for print on demand. Coordinate review and approval by USPS review of mail pieces prior to print. Work with mail houses to ensure accurate, cost-effective and timely delivery.

• Develop and maintain positive day-to-day relationships with print and mail house vendors. This includes partnering with vendors by providing direction regarding the availability of print inventory for scheduled mailing and upon request through the online ordering site. Oversee vendors to ensure accurate and adequate quantities of materials are printed and available for distribution when needed.

• Follow established procedures to ensure regulatory and business requirements are met for materials. Perform periodic quality assurance checks on materials produced by and/or mailed by vendors.

• Collaborate with the Purchasing Department and vendors to understand capabilities and printing industry developments to produce high quality and cost-effective materials. Incorporate updated capabilities and best practices into team instructions and tools.

• Support display of electronic versions of materials in member portal and UCare website by supplying pdfs of requested plan materials to the web master and portal team.

• Other projects and duties as assigned.


Bachelor's degree in communications, advertising, graphics, marketing, or a related field preferred; demonstrated experience may be considered in lieu of degree.

Required Experience

• Two years of materials coordination experience in a corporate graphics or print production environment.

• Two years facilitating large volume mailings involving multiple documents.

• Working knowledge of mail piece requirements.

• Proficient in Microsoft Office.

• Experience with Adobe Acrobat Professional.

• Demonstrated experience applying regulatory requirements to member materials, such as United States Postal Service, Centers for Medicare and Medicaid, Minnesota Department of Human Services.

Preferred Experience

• Two years of materials coordination experience in a health care organization.

• Two years of experience analyzing and modifying data to meet vendor mailing requirements, including Excel, TXT, and comma-delimited formats.

• Knowledge and experience with materials production and distribution in alternate format (i.e., Braille, audio) and translated materials. Working knowledge of the following processes and capabilities:

o Art/graphics construction and file transfer

o Commercial printing and post print methods

o Materials handling pertaining to inventory systems, fulfillment, and distribution

o Data processing for addressing and letter shop services

o Postal processing and reporting for Non-Profit, Standard, and First- Class mail.

• Experience with project management concepts and methodologies.
