SENIOR ANALYST - SUPPLEMENTAL BENEFITS & SPECIAL PROJECTS

Position Description

As the Senior Analyst - Supplemental Benefits & Special Projects, you will be responsible for UCare's annual Medicare Plan Benefit Package (PBP) submission to the Center for Medicare & Medicaid Services (CMS). In partnership with Product Managers and Health Care Economics staff, you will develop and file the PBPs and coordinate responses to inquiries from CMS. In addition, you will participate in the development, evaluation and improvement of supplemental benefits across UCare's products, in partnership with UCare's Product Managers and support special projects as assigned.

• Prepare for and file the annual Medicare Plan Benefit Packages (PBPs). This includes, but not limited to:

o Downloading of PBP software

o Monitoring/reviewing and incorporating all CMS guidance concerning the PBP and Medicare Advantage benefit filing process

o Comprehensive testing of the PBP software

o Establishing plan structure in CMS' Health Plan Management System (HPMS) to support product filings

o Coordinating with Health Care Economics

o Maintenance of the Medicare Advantage Plan and MSHO PBPs used for benefit filing documentation

o Providing feedback to CMS

o Coordinating with Government Relations on document alignment for upload

o Completing PBPs for upload via HPMS

• Develop and maintain subject matter expertise regarding supplemental benefits for Medicare, Medicaid and commercial health plan products. Focus areas will include assessment of competitive landscape, regulatory requirements, bid development, and the annual readiness process.

• With guidance from the Supplemental Benefits & Special Projects Manager, collaborate with Product Managers and staff from other UCare departments to develop UCare's supplemental benefits for Medicare, Medicaid and commercial products.

• Collaborate with UCare's Health Promotion team to ensure optimal implementation of new and revised supplemental benefits, resolve escalated supplemental benefits issues, and evaluate benefit performance.

• With guidance from the Supplemental Benefits & Special Projects Manager and the Vice President of Product Development, support special projects pertaining to UCare's products, growth goals or other priorities. Responsibilities will vary by project, but may include resarch, writing and presentations.

• Serve as an active member of departmental and cross-functional committees and workgroups, including the Medicare Bids and Benefits Workgroup, Product Teams, and others as assigned.

• Other projects and duties as assigned.

Education

Bachelor's degree in business, health care/public administration, or other relevant field. Demonstrated work experience may be considered in lieu of degree.

Required Experience

At least five years of experience in a health care payment or delivery organization, such as physician group practice, health insurance, or HMO. Working knowledge of health plan functions, including: operations, marketing/sales, compliance, information systems, data analysis and clinical. Experience managing complex projects or assignments.

Preferred Experience

Experience with Medicare Plan Benefit Packages (PBPs) or other government filings strongly preferred. Knowledge of state, federal and commercial health care products and regulations. Understanding of project management concepts and methodologies.
