In this position the incumbent works independently for expert management and implementation of Human Resources/Employee Relations policy and procedures, programming, and operations. Incumbent works with the Director to provide leadership, guidance, support, and direction to staff, supervisors, managers, directors, and elected officials on a wide variety of human resource topics, issues, and practices. As point person for Labor Relations, incumbent serves as the lead spokesperson and negotiator for the county, working collaboratively with union and county leaders and staff on issues related to collective bargaining agreements, county policy and procedure, and matters impacting the workplace. Oversees and provides program planning and direct supervision for HR Business Partners to include talent management, job evaluation and classification, merit-based compensation, and performance management functions. Performs highly specialized and complex work in the areas of state and federal employment law.


MQs: Requires equivalency of a Bachelor's Degree in Human Resources, Public Administration, or a related field and six years of progressively responsible human resources experience, including at least 1 year of experience managing public sector labor relations activities. Strong desire and preference given for work experience in these specific areas: leading union contract negotiations, developing labor negotiations strategy and costing proposals, leading projects and work teams, managing grievance/appeals processes, guiding others with employment matters, and supervising professional level HR practitioners. Employment law background and training highly desired. A reliable form of transportation for the performance of work responsibilities is required. 


Pay Range: $117,307 - $165,610 DOQ
