BUSINESS DEVELOPMENT PROGRAM MANAGER

Work Location: Office for Your Day

Position Description

As the Business Development Program Manager - New Medicaid Markets, you will support new Medicaid market procurements through industry and program research, along with translation of program requirements for organizational readiness and implementation. You will be responsible to analyze Medicaid contracts and other documentation, policies and requirements, facilitate cross functional communication and education on new markets, and supporting development of strategic initiatives.

• Analyze new Medicaid opportunities through market information including reviewing contracts and program requirements, monitoring ongoing program and policy development and changes, and supporting development of market-specific strategies.

• Develop competitive intelligence related to program requirements, state priorities and barriers, and policy trends to guide strategic decision-making through reports and tools.

• Develop and support the translation, communication and management of a cross-functional team that prepares for organizational readiness and implementation to support new Medicaid procurements.

• Serve as consultant to UCare leadership, including the Market President and other relevant areas, and company lead for assessing programmatic requirements and policies on new markets.

• Maintain an understanding on unique state Medicaid contracts, program requirements, and policies to identify strategic initiatives for new market procurements and opportunities, such as access gaps and areas of innovation.

• Prepare, develop and present periodic new Medicaid market policy and program analysis, and provide insights of competitive intelligence to complement UCare's strategic planning process and to drive new business development.

• Hire, train, develop and coach staff responsible for market research and analysis. Conduct regularly scheduled one-on-ones with staff at a minimum frequency of monthly, to review and evaluate appropriateness and to provide support for staff activities.

• Other projects and duties as assigned.

Education

Bachelor's degree in business, health care/public administration, and/or related field required. Demonstrated experience may be considered in lieu of degree.

Required Experience

At least five years of experience with market/program research and analysis responsibilities within a health plan, government entity or service-based organization. Market/program research and analysis experience should include: leading analysis and planning activities, using data to inform strategies, as well as summarizing and presenting information. At least three years of leadership experience.

Preferred Experience

Strategic experience within a health plan, government entity or service-based organization working with Medicaid policy or public affairs. Knowledge of state and federal government health care programs and policy development preferred.
