Food Safety, Quality, & Regulatory (FSQR) means supporting programs and processes that help Target succeed by consistently delivering safe, high quality, and compliant food and beverages.
As a Lead FSQ Risk Manager, you will build and maintain industry leading food safety, quality, and regulatory programs to manage risk for Target. You will also support Target's Food & Beverage strategy in collaboration with Field Compliance, Supply Chain. Target Properties, Risk and Compliance and Store Operations. You will help grow the Food & Beverage business and build winning solutions for Target guests.

  • Subject matter expertise in proactively managing food safety and quality internal/external risks while enabling business strategies and delivering guest needs
  • Working knowledge and proficiency in food safety and quality principles and practices and, FDA and USDA regulatory requirements
  • Design effective controls (e.g. preventive, detective, corrective) within operational processes and ensure alignment with business objectives
  • Anticipate and identify food safety and regulatory risks in Target's Supply Chain strategy and plan, develop, and execute to mitigate risks
  • Ensure pest management and cleaning/sanitation programs are designed and managed to comply with Target requirements and federal/local regulations
  • Evaluate opportunities and drive program improvements and simplification across the Supply Chain, reviewing operational key performance indicators, soliciting stakeholder feedback and leveraging audit trends
  • Establish strong relationships with key internal and expternal stakeholders to develop/maintain an integrated pest management system; as well as, effective cleaning & sanitation programs throughout Target's Supply Chain
  • Ensure vendor compliance to Target requirements with regard to food safety, quality and regulatory obligations and partner with stakeholders to hold vendor(s) accountable through approving, suspending, restricting or disqualifying as required.
  • Drive continuous improvement of FSQR programs, thinking strategically about what may be eliminated, reduced, or improved and working with stakeholders to implement changes
  • Provide strategic planning by conducting the analysis of current quality program(s) to implement roadmap development, sourcing and negotiation with vendors, and specifications/requirements development.
  • Lead cross-functional project teams to design, develop, and implement new programs, policies, and compliance standards in support of business directives
  • Collaborate with partners and provide technical direction related to food safety and quality to influence projects and initiatives
  • Pursue continuing education and represent Target externally with trade and professional organizations to foster and contribute to advancing global and national food safety systems
  • Model and promote a culture which champion Target's values, competeincies and FSQR compliance
  • Other responsibilities to support the FSQR team, as assigned


About you:
  • Minimum 8+ years of food safety and quality experience in the food manufacturing or retail industry
  • Bachelor's degree in Food Safety, Food Science, Quality Management, Microbiology, or a related field or equivalent experience
  • HACCP, PCQI certified or ability to achieve within 6 months of hire; food safety and quality auditing experience preferred
  • Experience working with contract vendors to achieve food safety, quality, and regulatory compliance for food and beverage products, including knowledge of USDA and FDA regulatory requirements
  • Understanding of compliance management systems and a strong ability to structure compliance programs according to maturity expectations including compliance documentation, identification and testing of key controls, and effective performance monitoring
  • Analytical and critical thinking skills with the ability to leverage data to influence decisions, identify risks and improvement opportunities, and distill complex issues into actionable plans based on root cause remediation
  • Effective project management, strategic planning, and organizational skills while identifying process solutions, document end-to-end baseline processes and develop improvement plans through documented process maps
  • Ability to apply change principles and processes to effectively identify, manage, initiate, and influence adoption to change initiatives.Ability to lead through ambiguity, manage multiple tasks or projects and deliver consistently against timelines with minimal direction
  • Strong growth mindset and collaboration both internal and external partners at varying levels while valuing and actively seeking diverse perspectives and work styles Ability to lead or influence high-performing teams
  • Strong written and verbal communication skills and self-motivation
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint)
  • Ability to travel up to 25% of the time
