Summary
The Technical Program Lead will be part of the Program Management Team, fulfilling project management responsibilities as well as serve as primary in state contact for any questions related to how the system works from both a business and technical perspective. The Technical Program Lead partners with business liaisons to translate software requirements, contingencies, best practices, and issues to ensure high level program delivery. The Technical Program Lead performs technical support, basic cost-benefit calculations, interdependency analysis, and prioritization exercises related to systems changes. A successful candidate has project management experience and thinks beyond current knowledge and existing assumptions to explore new solutions and strategies, solve potential issues, and has the understanding of and experience with providing exemplary customer and systems support.

Project Management Responsibilities

Work with other program team members to coordinate day-to-day project deliverables.

Manage project requirements and change requests.

Develop, update, and maintain project materials and documentation.
Technical Requirements

Responsible for driving the successful delivery of new products and product versions.

Review production issues as they occur for a holistic analysis of the impacts and possible causes.

Create and maintain Technology documentation to include Technology User Guide, Tech Readiness documentation.

Be available to districts that need extra help with setup (may require on-site visits)

Act as liaison between client, Level 2, Level 3 and the Product Support management

Technology Training - in-person (paired with in-person administrative training), or pre-recorded sessions.
Scope and prioritize activities based on business and customer impact and work with implementation teams to deliver with quick time-to-market and optimal resources.
Facilitate Release Planning readiness by preparing vision and backlogs that drive the Release.
Partner with the business and client around knowledge transfer and training on new product features.
Establish and communicate release cadences for their product(s) and be available for Q & A sessions.Provide recommendations for future system design enhancements to address issues.Partner with business liaisons and technical teams to understand and define system goals and technical system requirements.
Understand system interdependencies and collaborate with project teams accordingly.
Basic Requirements:
Proven experience in managing projects and in an IT support/system support role with increasing responsibility.
Excellent communication (verbal & written) skills with varied audience, including Executive Leadership and DRC clients.
Ability to work across many business, technology, and application groups.
Experience explaining difficult concepts to decision makers to formulate plans.
Strong situational analysis and decision-making skills.
Experience planning and deploying business and technology capabilities.
Systems thinking ability (understand how parts interact with the whole).
Excellent analytical and problem-solving skills.
Preferred Qualifications:
Bachelor’s degree in MIS, Computer Science, Business Administration, or related field.Certified Scrum Product Owner (CSPO) or comparable certification strongly preferred.3+ years project management experience with a successful track record of delivery.
Experience with change management/release management.Ability to adapt quickly to new technologies and changing business requirements.
Ability to quickly troubleshoot problems that may arise in work products
Ability to partner with software engineers, quality analysts and business partners to identify course of resolutions.
Essential Job Requirements:
Remote position, but candidate must be located in Wisconsin.Effective consulting skills: ability to lead group to creative solutions.Report to work promptly when scheduled.
Ability to work remotely but be available for in-state travel.
Be able to work under supervision and accept feedback.
Familiarity with Microsoft Office Suite
MS Project experience is a plus
