Job Summary

This position is within the Minnesota Board of Cosmetologist Examiners Compliance Division, and is responsible for managing and coordinating all complaint related activities to ensure complaints are delegated and processed within the Board of Cosmetologist Examiners statutes, rules and policies. This position will be responsible to perform all supervisory tasks that include supervising staff and providing leadership to the staff to ensure the duties delegated are performed in an efficient, effective and proper manner. This position will be responsible for complex complaint investigations that includes determining the scope and direction of complex complaint investigations and ensures cases are conducted according to regulations, statutes, and policies and procedures. This position will also communicate and present solutions related to global issues involving compliance and serve on behalf of the Executive Director at meetings relating to compliance issues.

This position exists to inform the public and professionals of provisions in Minnesota Statutes 155A and Minnesota Rules 2105 and 2110, has responsibility for the operation of the Board’s Compliance Resolution Division, and serves as the authoritative point of contact with Board staff, applicants, licensees, and the public on issues relating to the practice of cosmetology. The position works closely with the Board’s Executive Director and Board Members in analyzing and interpreting statutes and rules.

This position requires some travel to conferences, training or work-related activities.


Minimum Qualifications

Resume must demonstrate the following qualifications:

  • Two years of professional experience in compliance which includes one or more of the following: investigation, regulatory compliance, credentialing, complaint/document review, quality assurance, or a related field. OR
  • Five years of technical/administrative experience in compliance which includes one or more of the following: investigation, regulatory compliance, credentialing, complaint/document review, quality assurance, or a related field. 

Note: Bachelor's degree in public administration, law, public health or policy, social science, business administration, or related degree may substitute for one year of experience.


  • Two years of supervisory or lead work experience that includes directing and assigning work, managing and measuring performance, and coaching, mentoring, or training staff. 
  • Experience managing complex cases independently.
  • Experience overseeing staff with a caseload over 100+ investigations in various stages of the process (or related work).
  • Experience applying statutory requirements to ensure compliance with a regulatory body (state, federal, and associations).
  • Leadership skills sufficient to lead a team to meet the organization's expectations for productivity, quality, or goal accomplishment. 
  • Ability to communicate clearly in English, both orally and in writing, including organizing diverse facts and materials into logical, cohesive summaries and reports.
  • Proficiency with word processing software, such as Microsoft Office Suite.
  • Strong presentation skills.
  • Good interpersonal skills.
  • Strong analytical and problem resolution skills.

Preferred Qualifications

  • Bachelor's degree or higher in criminal justice or related field.
  • Technical and functional knowledge of the licensed professionals.
  • Ability to coach, engage, train staff and identify areas of improvement.
