Community Services Manager Position Profile

 

Status:  Full-time regular position, exempt

Salary Range: $97,822 - $127,150 (depending upon qualifications)

Benefits: Qualifies for full-time benefits date of hire

Location: Eden Prairie City Center

Hours:  Standard business hours (8am-4:30pm), may vary based on business need

Reporting Relationship: Reports to Community Development Director

 

Community Development Department

The Community Development Department is comprised of Planning, Assessing, Economic Development, and Housing and Community Services. This department supports the long-term vitality of the City through city-wide land use planning, development review activities, maintaining a positive environment for business, addressing housing and community service needs, and enhancing revenue generation through responsible property valuations.

 

Position Responsibilities

The Community Services Manager oversees Housing and Community Service programs that serve the residents of Eden Prairie. The primary position responsibilities and areas of impact are:

  • Manages Housing and Community Services Division staff and operations; provides direction and resources to the team; ensures internal and external customers receive excellent customer service.
  • Prepares annual Action Plan for Community Development Block Grant (CDBG) funds, detailing allocations, distributions, and performance evaluation.
  • Manages CDBG funds and City contracts for human services including management of the application process and Human Services Review Committee (HSRC).
  • Prepares performance reports for County, State and Federal agencies, related to housing initiatives and other human services programs including livable community housing goals as set by the Met Council.
  • Helps preserve and promote affordable housing and address quality of life for residents via inclusionary housing policies, grants, Tax Increment Financing recommendations, Comprehensive/Strategic Planning initiatives, and collaborating with other departments, agencies, providers, and housing owners/managers (Property Manager’s Group) to help identify and address needs. Participates in Development Review Committee (DRC) as needed.
  • Serves as staff liaison for the Human Rights & Diversity Commission (HRDC) or supervises assigned staff liaison; Facilitates network building and collaboration between the community groups and local service providers; develops opportunities for intentional engagement of international community.
  • Works with Police & Fire Department to track and trend calls for service.

Position Requirements

Education: Bachelor’s degree in Community Development, Public Administration, Social Services Management, or related field required. Master’s degree in related field preferred.

Work Experience: Three years of experience in Community Development, Social Services, Public Administration, or similar field required; experience must include project management preferred. Experience and/or knowledge of Federal, State and County housing preferred.

Technical Skills: Proficiency in Microsoft Office (Word, Excel, Outlook, and PowerPoint) and strong communication and presentation skills required.

Physical Requirements: Physical effort is light for the majority of work with lifting or carrying limited to 25 pounds intermittently.  Travel to other City Departments, community groups and service providers occurs regularly.  There is a need to make presentations, which involves public speaking in front of City leaders and community partners.   Report preparation and writing at times requires extended use of a keyboard and the ability to operate laptops and projectors.   Work interruptions are frequent, with language and cultural barriers present.   The noise and activity levels vary throughout the week.

Working Conditions: Most work is performed in a normal office environment.
