JOB DETAILS:

The Project Manager is an advanced technical position and is responsible for the coordination, design and project management of architectural/engineering projects on campus. This position will manage or coordinate multiple projects per year with project budgets ranging from $5K to $200M. This position will manage campus projects including new construction, renovations, energy conservation, utility and infrastructure, and maintenance projects. This position works closely and manages work with other departments within Facilities Management, the UW, the Division of Facilities Development (DFD), UW-Stout divisions and departments, architectural/engineering consultants, and contractors. This position may supervise student and temporary employees. This work is performed with a high level of independence. This position reports to the Architecture and Engineering Director (Campus Planner) within the Facilities Management, Planning and Engineering Unit.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in architecture, engineering, related field, or equivalent education and work experience.
  • Minimum of five (5) years of architectural, engineering, or construction project management experience.
  • Knowledge of codes and standards pertaining to design including IBC, Wisconsin Administrative Codes, and applicable to Asbestos, Lead, NFPA, ASHRAE, ANSI, ASME standards, etc.
  • Ability to interpret design, layouts, plans, and specifications.
  • Knowledge of materials of construction, material/labor costs, estimating programs.
PREFERRED QUALIFICATIONS
  • Facilities project management experience.
  • Reading and comprehension of building construction plans and technical specifications.
  • Ability to do project planning, evaluation, and implementation. Manage multiple tasks and effectively organize work to be as productive as possible.
  • Experience in a higher education environment.
  • Knowledge of computer applications for design, drawing and program management (i.e. AutoCAD/Revit, Microsoft Office 365, spreadsheets, Bluebeam, and CMMS).
  • Knowledge of modern methods and techniques as applied to the design, build, installation, operation, and maintenance of commercial buildings.
RESPONSIBILITIES
A. Liaison with University departments, UW staff, DFD personnel, Asbestos Competent Person, Risk Management, Architects, Contractors, vendors and representatives of local governmental units

1. Serve as liaison between Facilities Management and individuals, units, and agencies listed above.
2. Attend construction meetings as a representative of the campus.
3. Coordinate and lead meetings involving campus personnel, off-campus individuals, and agencies as required.
4. Manage assigned projects from pre-design to completion.
5. Assist with project programming and space tabulations.
6. Manage project budgets and approve disbursement of funds.
7. Direct and monitor the work of contractors, vendors, subcontractors, and design firms.
8. Coordinate project information with asbestos competent person pertaining to asbestos, lead, and any other potential hazardous materials encountered in conducting university business.
9. Write requests for projects and architect/engineer services in coordination with the UW and WI Department of Administration.
10. Complete reports and assemble data required by the University, the UW, WI Department of Administration, and other state/local agencies.
11. Assist with development of biennial capital budget documents, including writing agency requests, six-year plan assembly, creating development plans, and drafting project requests.
12. Budget preparation includes Major, Minor, All Agency, and Instructional Space Improvement Program Projects. Total project budgets typically range from $300,000 to multi-million-dollar major projects.

B. Professional Project Management Responsibilities

1. Provide support to all facilities management operations and perform design as required. Focus will be on plumbing, mechanical systems, electrical systems, sustainability, and campus utilities (high pressure steam, chilled water and 4160 high voltage systems).
2. Provide professional architectural and/or engineering support to all Facilities Management staff.
3. Understand and correctly interpret the portion of the Wisconsin Administrative Code governing building systems design and operations.
4. Review plans and specifications for new and remodeling construction projects and recommend necessary and beneficial changes to incorporate into them.
5. Investigate, survey, and update existing campus building information as requested by campus user groups.
6. Develop project requests for the various in-house small projects, all agency projects, and enumerated projects.
7. Evaluate project requests for conformance with campus and long-range plans.
8. Assist in the development of the Capital Planning activities, campus development plan, master plan updates, project requests, condition reports, etc.

C. Assist in the management of the Campus infrastructure systems

1. Maintain a storm water management plan and program to ensure compliance with governing agency requirements and coordinate with Facilities Management maintenance and grounds teams to complete program requirements.
2. Prepare draft policy documents and related procedures designed to maximize energy efficiency of campus facilities with focus on continuous improvement.
3. Assist staff on electronic and manual filing systems for building plans, utilities, and shop drawings.
4. Assist with information on in-house projects, pertaining to updating field conditions compared to design documents.

D. Other Responsibilities

1. Attend and participate in weekly department meetings and various campus meetings.
2. Carry out various other department responsibilities as assigned.
3. Respond to facilities and infrastructure emergencies, if required.
4. Participate in building condition assessments, land use, land acquisition, transportation, parking, future building locations, utilities, and services as needed to support campus initiatives.
5. Establish and maintain university standards for planning university facilities development. Develop and implement planning documents that serve as guides and manuals for the planning, design, and construction of campus facilities.

The Facilities Management Department is a service unit that reports to the Vice Chancellor of Business, Finance, and Administrative Services and provides many services to the UW-Stout campus including building and grounds maintenance, facility modifications and improvements, custodial services, snow removal, landscaping, campus planning & engineering, construction management, purchasing, fleet services, key management, campus inventory management, campus heat/steam production and chilled water, building openings and closings, event setup and teardown, moving services, trash and recycling collection, etc.
